However, because the traditional political base has splintered since the 19705, Austrian political parties have entered into greater competition with each other.

Social Democratic Party leader Otto Bauer placed the demand for abortion reform within the broader context of sex education and also the party's goal of providing more rational, more hygienic, and more humane methods of birth control (Kopl 1983).
